How do i set up a chipper van buisness in ireland ?

hi was just wondering if any of ye know what i need to do to start up a chipper van buisness i know il have to get hse approved but how do i do that and in regards to pulling up on the side of the road to sell food i know i cant do it as its against the law so can you tell me how i can do it and im also on the social welfare payments me and my boyfriend lost our jobs and have been living on that income for 8 months so i decided i wanted to set up the chipper van but how do i tell the dole office and will they completly stop my payments i know i can ask citizens advice but was wondering if any of ye on this has done this or has any experiance thanks very much for reading :)
