Re-pierced my bellybutton and its now pretty painful..is it infected?

I had my bellybutton pierced for about 5 months and then took it out for a year and it never seemed to fully heal. I just repierced it 3 months ago and its just not starting to hurt. Ive been cleaning it daily but its been getting more and more sore the last couple of days..I'm worried the original hole might have an infection or bacteria, what do i do?
